Restricts transfer of fourth priority Colorado River water by contract holders with rights in effect as of January 1, 2023 to locations outside Arizona counties adjacent to the western border until January 1, 2033 or until Lake Mead elevation exceeds 1,090 feet, whichever occurs later.

Exempts a specific transfer of 2,033.01 acre-feet of Colorado River water that was recommended for approval by the Director in a letter to the U.S. Bureau of Reclamation on January 20, 2021.

Establishes legislative intent to prevent water users from circumventing Colorado River reduction requirements through water transfers.

Declares that Colorado River shortages result from prolonged drought and over-allocation, and that halting transfers demonstrates the legislature's commitment to protecting the Colorado River system.
