Amends Arizona Revised Statutes Section 15-1626 to add new restrictions on tuition and fee increases by the Arizona Board of Regents.

Prohibits tuition or mandatory fee increases for resident undergraduate students that exceed the annual percentage change in the metropolitan Phoenix consumer price index when the legislature appropriates at least 50% of tuition and mandatory fees.

Freezes tuition and mandatory fees for undergraduate students during their first four consecutive years of enrollment at an Arizona public university when state funding meets the 50% threshold.

Makes technical corrections to existing statutory language regarding the Board of Regents' administrative powers and duties.
