Amends Arizona Revised Statutes Section 15-1626 to require the Arizona Board of Regents to adopt rules allowing students to obtain exemptions from paying student activity fees based on conscience or specific qualifying circumstances.

Defines "student activity fees" as any fee charged by public universities used to support and facilitate student expression and activities.

Mandates exemptions for at minimum: veterans recently returning from service, recently married students or new parents not participating in student activities, students objecting on religious or moral grounds, students with demonstrated financial hardship, and part-time students.

Requires universities to establish exemption procedures while maintaining the existing tuition and fee-setting process that includes public hearings and roll call votes.
