Amends Arizona law to require judicial officers consider whether a defendant's race or ethnicity is disproportionately represented in the jail population when determining bail conditions for bailable offenses.

Requires judicial officers to consider a defendant's financial ability to pay bail as a factor in determining the method of release or bail amount.

Specifies that if a person charged with a felony is released on their own recognizance, they may also be required to execute bail in an amount specified by the judicial officer.

Mandates electronic monitoring at no charge to defendants charged with felony violations of chapters 14 or 35.1 (sexual offenses and domestic violence) who are released on recognizance or bail.
