Establishes a small business incubator program within the Arizona Commerce Authority to assist current and former inmates participating in second chance centers to start small businesses.

Defines "second chance center" as a collaborative program between the state department of corrections and department of economic security that provides comprehensive services to inmates nearing release who are at high risk of recidivism.

Appropriates $500,000 from the federal temporary assistance for needy families block grant in fiscal year 2023-2024 to the Arizona Commerce Authority to establish and administer the program.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward beyond the fiscal year.
