Establishes the "Save Our Streets Grant Fund" administered by the Department of Education, funded by legislative appropriations and exempt from lapsing provisions.

Allows school districts and charter schools to apply for grants of up to $250,000 to establish Junior Reserve Officers' Training Corps (JROTC) programs at high schools.

Permits school districts and charter schools to establish public safety teen academies offering free elective credit courses in law enforcement and fire services training, including CPR, firefighting skills, crime investigation, and tactical demonstrations.

Allows school districts and charter schools to apply for grants of up to $250,000 to establish or administer public safety teen academies.

Appropriates $5,000,000 from the state general fund in fiscal year 2023-2024 to the Save Our Streets Grant Fund.
