Establishes a community choice energy study committee composed of 10 categories of members, including 2 state senators and 2 house representatives from the natural resources, energy and water committee (one from each party), representatives from major Arizona utilities (APS, Tucson Electric Power, Salt River Project), independent energy suppliers, universities, nonprofit advocacy organizations, and the Arizona residential utility consumer office.

Committee duties include gathering information on community choice energy models from the 10 states that have authorized such programs, reviewing best practices, potential rate savings, revenue streams, risks, and impacts on energy delivery systems, utilities, and economic development.

Committee shall accept testimony from stakeholders, utility experts, community choice energy administrators from other states, and solicit input from local governments, utilities, business groups, environmental advocates, renewable energy developers, and members of the general public.

Committee must submit a report with findings and recommendations to the governor, president of the senate, speaker of the house of representatives, and secretary of state on or before November 15, 2023.

Committee members are not eligible to receive compensation and the legislature shall staff committee meetings; the section is repealed September 30, 2024.
