Establishes a preschool pilot program run by the Department of Education serving up to five school districts during the 2024-2025, 2025-2026, and 2026-2027 school years.

Prioritizes school districts with at least 60 percent of students eligible for free or reduced-price lunches or designated as rural school districts.

Requires participating school districts to submit reports by September 30, 2027, with the Department compiling results and submitting a summary to legislative leaders and the governor by November 30, 2027.

Appropriates $3,000,000 from the state general fund in fiscal year 2023-2024 to the Department of Education for program implementation, with unexpended funds reverting to the general fund on December 31, 2027.

The entire pilot program and statutory provisions are repealed effective December 31, 2027.
