Prohibits businesses from contracting with Arizona residents or state businesses to construct projects that reduce a grazing lessee's operation size without providing fair market value compensation.

Requires compensation to cover: loss of profits through the end of the lease term or five years after reduction (whichever is longer), loss in operation value, relocation costs, and mitigation costs.

Requires grazing lessees to provide credible evidence certifying the amount of expenses before receiving compensation.

Applies to lessees of state lands leased for grazing under Arizona Revised Statutes Title 37, Chapter 2, Article 4 and lessees of federal grazing lands.

Establishes new Chapter 29 in Title 44 of Arizona Revised Statutes governing compensation requirements for construction projects affecting grazing operations.
