Requires notice of trustee's sales on residential property with not more than four units to include information about rights for eligible tenant buyers and eligible bidders, printed in bold and capitalized type.

Establishes a 30-day post-sale period during which eligible tenant buyers can match the successful bid amount and eligible bidders can exceed the successful bid to purchase the property.

Defines "eligible tenant buyer" as a person currently occupying the residential property as primary residence under a pre-default rental agreement, and "eligible bidder" as either an owner-occupant or nonprofit housing corporation.

Requires the Arizona Department of Housing to establish and operate a registry of persons or entities owning more than 25 residential properties in the state and monitor their compliance with state and local laws.

Authorizes the housing trust fund to be used for acquiring and assisting in acquiring residential properties at trustee sales for affordable housing purposes.
