Changes the removal criteria for voters on the active early voting list from failing to vote in "two consecutive election cycles" to failing to vote in "an election cycle" (a single cycle rather than two).

Requires county recorders to send notice to voters who have not voted an early ballot in an election cycle and give them 90 days to confirm in writing their desire to remain on the active early voting list.

Removes voters from the active early voting list if they fail to respond to the confirmation notice within the 90-day period.

Defines "election cycle" as a two-year period beginning January 1 after a statewide general election, or for cities and towns, the two-year period defined by their election schedule.

Maintains existing provisions regarding voter requests for removal, address changes, and inactive status transfers affecting early voting list eligibility.
