Allows pregnant women to use high occupancy vehicle (HOV) lanes designated for vehicles carrying two or more persons by counting the pregnant woman as two persons.

Requires pregnant women or their health care professional to submit documentation to the Department confirming pregnancy to avoid citation for HOV lane violations.

Maintains civil penalty of $200 for violations of HOV lane restrictions.

Specifies that $100 of each civil penalty collected shall be deposited in the state general fund.

Preserves existing exemptions for tow truck operators, motorcyclists, public transportation vehicles, and authorized emergency vehicles operated by first responders.
