Amends Arizona Revised Statutes section 28-672 to establish enhanced penalties for moving violations that cause serious physical injury or death to pedestrians, motorcycle operators, or bicyclists.

Requires traffic survival school completion to include educational information about the rights of pedestrians, motorcycle operators, and bicycle operators.

Establishes a class 6 felony charge (with minimum $1,500 fine and 30 days house arrest) for moving violations resulting in serious physical injury to a pedestrian, motorcycle operator, or bicyclist.

Establishes a class 5 felony charge (with minimum $5,000 fine and 180 days house arrest) for moving violations resulting in death of a pedestrian, motorcycle operator, or bicyclist.

Increases mandatory driving privilege suspension periods for violations involving death of pedestrians, motorcycle operators, or bicyclists to at least one year for first violations and at least eighteen months for subsequent violations within 36 months.
