• Amends section 41-703.01 to establish a competitive grant program administered by the Department of Administration providing interoperability software technology solutions to rural hospitals and acute care providers.

• Changes the grant program from supporting multiple companies to awarding a single grant to one company that licenses an interoperability solution, with the requirement that the solution be accessible via a native smartphone application.

• Requires the grant recipient to demonstrate that its software meets all technical requirements (including HIPAA compliance, synchronous data exchange, mobile capability, and provider alerts) at least 30 days before applying and to employ veterans.

• Appropriates $12,000,000 onetime from the state general fund in fiscal year 2023-2024 to the Department of Administration for the interoperability software technology solution grant.

• Requires annual reporting to the legislature and governor on grant funding allocation and cost/time savings metrics, and repeals Laws 2022, chapter 314, section 6.
