Amends Arizona Revised Statutes section 15-1655 to expand the Arizona Teachers Academy to include degree-granting private postsecondary educational institutions offering postbaccalaureate teacher preparation programs leading to teacher certification.

Limits reimbursement for scholarships from private institutions to not exceed the remainder of average in-state tuition and fees charged by Arizona Board of Regents universities, minus other aid awarded to the student.

Allows colleges owned, operated or chartered by qualifying Indian tribes on their own reservations to participate in the Arizona Teachers Academy and receive monies from the Arizona Teachers Academy Fund.

Maintains existing scholarship requirements including tuition and fee coverage for up to two academic years for graduate students and four years for undergraduate students, with corresponding teaching service obligations in Arizona public schools.

Requires annual reporting to state officials on student enrollment, completion rates, teacher placements, repayment obligations, and fund distribution methodology.
