Appropriates $609,054,500 from the state general fund in fiscal year 2022-2023 to the elected officials' retirement plan fund to pay unfunded accrued liability.

Redirects court filing fees and notary bond fees (previously sent to elected officials' retirement plan fund) to the public safety personnel retirement system's board's office beginning July 1, 2023.

Requires 37 Arizona counties and cities to repay the state annually from fiscal year 2023-2024 through 2032-2033 for amounts paid on their behalf toward unfunded accrued liability, with amounts ranging from $14,800 to $11,995,200.

State treasurer shall bill repayment amounts by January 15 each year, with payments due by March 15; unpaid amounts will be withheld from state distributions to non-compliant entities.

Reduces fiscal year 2023-2024 state general fund appropriations to various agencies including the judiciary, department of administration, and legislature to offset the pension liability payment.
