Amends Arizona Revised Statutes sections 40-360.03 and 40-360.07 to create an exception for transmission lines located entirely on land owned in fee simple by the transmission line owners.

Transmission lines on wholly owned land are exempt from the requirement to file an application for a certificate of environmental compatibility with the Power Plant and Transmission Line Siting Committee.

Exemption applies when land is held by an affiliate of transmission line owners, provided each owner of the affiliate also owns an interest in the transmission line.

Eliminates the requirement for such transmission lines to obtain committee certification and commission approval before construction can begin.
