Amends Laws 2021, chapter 27, section 9 to delay the conditional enactment date for vehicle emissions inspection program modifications from July 1, 2023 to July 1, 2027.

Vehicle emissions testing protocol modifications under Arizona Revised Statutes sections 49-542 and 49-542.03 remain contingent on United States Environmental Protection Agency approval as part of the state implementation plan for air quality.

Requires the Director of the Department of Environmental Quality to notify the Arizona Legislative Council by September 1, 2027 whether the EPA approval condition was met or not.

Designated as an emergency measure that became operative immediately upon Governor approval on April 18, 2023.
