Establishes the natural resource conservation district fund commission with nine members (six voting members appointed by legislative leaders and governor, one ex officio state director, and four nonvoting advisory legislators) to oversee grant distribution to conservation districts.

Creates the natural resource conservation district fund consisting of legislative appropriations and private donations, administered by the commission to award grants to districts for authorized conservation programs.

Requires the commission to develop grant application guidelines by July 1, 2024 and every three years thereafter, specifying geographic priorities, issues of concern, and required project descriptions.

Establishes public involvement procedures including 45-day comment periods on grant applications, public notice requirements, and mandatory coordination with affected cities, towns, counties, and special districts on project implementation.

Amends provisions governing district supervisors, elections, and operations including allowing mail-in ballots, requiring commissioner-appointed supervisors to be selected from lists provided by elected supervisors, and authorizing districts to apply for grants from water infrastructure finance authorities.
