Amends section 36-2856 of Arizona Revised Statutes regarding the Smart and Safe Arizona Fund established for marijuana tax revenue and related funds.

Changes fund distribution percentages by replacing reference to section 42-5503 with section 42-5453 to modify revenue sources deposited into the fund.

Revises allocation formula for municipal and county law enforcement by defining "enrolled members" according to section 38-842 and expanding eligible recipients to include joint powers authorities under title 48, chapter 5.

Modifies community college funding language from numerical percentages (33, 15, 0.5) to written words (Thirty-three, Fifteen, One-half of one) without changing the actual distribution percentages.

Applies retroactively to December 31, 2020 and requires a three-fourths affirmative vote in both legislative chambers for enactment pursuant to Arizona Constitution article IV, part 1, section 1.
