Establishes Ak Chin Indian Community special license plates if $32,000 is paid to the Department of Transportation by December 31, 2023 for implementation costs.

Sets a $25 fee for Ak Chin Community special plates, consisting of $8 in special plate administration fees (deposited to state highway fund) and $17 in annual donations.

Directs all donations collected to be transmitted to the Ak Chin Indian Community Department of Public Safety for use only on traffic control devices on Ak Chin Indian reservation roads that are not state highways.

Allows Ak Chin Community special plates to be combined with personalized special plates, with personalized plate fees charged in addition to the special plate fees.

Updates references in Arizona Revised Statutes sections 28-6501, 28-6991, and 28-6993 to include the new Ak Chin Indian Community special plate provisions in relevant sections.
