Repeals and replaces Arizona Revised Statutes sections 15-711.01 and 15-717.02 relating to curriculum instruction.

Allows age-appropriate and grade-appropriate classroom instruction regarding child assault awareness and abuse prevention.

Prohibits public schools, school districts, state agencies, and their employees from providing instruction that promotes concepts including judging individuals by race or ethnicity, claiming one race is superior to another, or holding individuals responsible for historical actions of their race or ethnic group.

Establishes a complaint process allowing students, employees, and parents to report violations to school administrators, with appeals to school governing boards and the state board of education, with civil penalties up to $5,000 per violation and up to $5,000 per day for continued violations.

Permits discussion of historical movements, ideologies, and instances of racial hatred or discrimination such as slavery, Indian removal, the Holocaust, and Japanese-American internment.
