Amends Arizona Revised Statutes section 15-421 regarding school district governing board qualifications and prohibitions.

Allows school districts to employ former governing board members who served within the preceding two years, but only in direct student services positions such as certificated teachers, substitute teachers, or transportation/instructional support roles.

School districts may extend the two-year employment restriction period to longer timeframes if desired.

Requires county school superintendents to publish certified governing board candidates' statements on their websites, including candidate photographs, statements up to 500 words, and disclosures of relationships to current board members or other candidates.

Maintains existing restrictions on governing board members who are school district employees or spouses of employees from holding board office simultaneously.
