Amends Arizona Revised Statutes section 12-515 to remove health professionals and health care institutions from the definition of "provider" eligible for pandemic liability immunity.

Repeals section 12-516 of Arizona Revised Statutes entirely.

Maintains immunity for other categories of providers (businesses, educational institutions, property owners, nonprofits, religious institutions, and government entities) when acting in good faith during a governor-declared public health pandemic.

Preserves the requirement that liability can only be imposed by clear and convincing evidence of willful misconduct or gross negligence for remaining covered providers.

Removes the presumption of good faith that applied to health professionals and health care institutions during pandemic emergency declarations.
