Establishes collegiate women's wrestling program fund administered by Arizona State University, consisting of gifts, grants, donations, and legislative appropriations.

Authorizes ASU to spend up to $150,000 per year to establish and maintain a women's wrestling program.

Awards athletic scholarships covering tuition, room, board, books, and university fees to female wrestlers who: participate in the program, are full-time ASU students, maintain a 3.0+ GPA, and are ranked in top ten of their weight class nationally (with priority to top five).

Implements 5-to-1 matching requirement: each $1 in non-state gifts, grants, and donations is matched by up to $5 in state appropriations.

Appropriates $500,000 from the general fund for fiscal year 2023-2024 to the women's wrestling program fund, with funds exempt from lapsing.
