Transfers and renumbers section 41-180 to section 41-2414, establishing the law enforcement crime victim notification fund administered by the Arizona Criminal Justice Commission with continuously appropriated monies.

Requires the Arizona Criminal Justice Commission to use fund monies to expand an automated crime victim notification system that automatically notifies victims by email, text, or telephone of case updates including arrest, warrant, and prosecution status.

Mandates the notification system comply with Arizona constitutional provisions and statutes, interface with law enforcement agency records, support multiple languages, provide 24/7 toll-free access, and include features like configurable triggers, victim case status lookup, and conversational artificial intelligence capabilities.

Requires vendors providing notification software to have previously deployed solutions for city police departments, sheriff's offices, and prosecutor's offices in Arizona or other states.

Establishes a sexual assault kit study committee to examine feasibility of providing crime victims with tracking systems for sexual assault forensic examination kits, with findings due December 1, 2023, and the committee repealing September 30, 2024.
