Repeals section 13-1813 of Arizona Revised Statutes and replaces it with section 28-2138 governing return of motor vehicles subject to security interests.

Requires vehicle owners to return a motor vehicle to the secured creditor if they are more than 90 days delinquent on payments and fail to cure the default within 30 days after receiving written notice by certified mail.

Mandates secured creditors include specific information in the default notice, including a statement that the vehicle's registration and license plate will be suspended if not returned within 30 days, business address for return, and maximum penalties.

Requires original loan contracts to contain statements about the 30-day return requirement, notice procedures, and maximum penalties for failure to return the vehicle.

Authorizes the department to immediately suspend a vehicle's registration and license plates upon receipt of an affidavit from the secured creditor stating the vehicle was not returned, with suspension lifted only when the creditor confirms recovery.
