Establishes that women who are victims of sexual offenses and carry a resulting pregnancy to term shall receive compensation for health care expenses and economic support during pregnancy and up to 12 months after birth.

Requires the Arizona Criminal Justice Commission to allocate monies from the victim compensation and assistance fund to public and private agencies that compensate and assist crime victims.

Appropriates $5,000,000 from the state general fund in fiscal year 2023-2024 to the victim compensation and assistance fund.

Prohibits licensed health care providers from debt collection activities for claims filed with victim compensation programs until an award is made or claim is determined noncompensable.

Establishes that health care providers accepting full allowable payment from the victim compensation program cannot collect additional payments from the victim for the same services.
