Repeals and replaces section 36-407.03 of Arizona Revised Statutes to establish new hospital visitation requirements.

Requires hospitals to allow patients to have at least two visitors of their choice at a time (or one visitor per patient in shared rooms), with ability to change visitors freely.

Mandates hospitals allow immediate family members and clergy to visit immediately and on demand if patient will likely lose consciousness or die within 24 hours, without time restrictions on visitation.

Requires hospitals to allow patients to communicate promptly on demand with any person and establish policies on communication device use, prohibiting blanket bans on phones, smartphones, or personal computers.

Allows courts to hear visitation rights disputes within 48 hours and authorizes temporary visitation restrictions only during governor-declared emergencies involving personal protective equipment shortages.
