Amends Arizona law to establish a regulatory framework for "cottage food products" prepared in home kitchens and sold for commercial purposes, allowing food preparers to register with the Department of Health Services.

Cottage food products must be labeled with the preparer's name and registration number, all ingredients, production date, and a warning that the product was made in a home kitchen that may process allergens and is not subject to public health inspection.

Food preparers must complete accredited food handler training, maintain active certification, and register with an online registry; potentially hazardous products containing dairy, meat, or poultry must be delivered in person and transported for no more than two hours at appropriate temperatures.

Establishes restrictions prohibiting cottage food products from being used as ingredients in retail food establishments, including marijuana or marijuana byproducts, and requiring all ingredients to come from approved sources.

The Department of Health Services shall adopt rules defining what qualifies as potentially hazardous cottage food products and requiring suspension or revocation of registration for non-compliance or obstruction of foodborne illness investigations.
