Amends Arizona Revised Statutes Section 3-908 to clarify permit requirements for removal of protected native plants from state, public, and private land.

Requires permit applications for protected plant removal to be executed by both the landowner (or agent) and the party seeking the permit, valid for a stated period or until permit expiration, whichever is shorter.

Defines "landowner's agent" to include environmental managers or project managers employed by companies clearing the land.

Permits remain valid for up to one year from issuance or until expiration date, and become invalid if the permitted land changes ownership unless the new landowner provides written certification to continue.

Authorizes the director to grant written permission for scientific purposes, salvage operations, manufacturing, wood removal with assessed fees, and landowner transfers of protected plants between owned properties.
