HB 2527 Summary

• Establishes a new county transportation excise tax (section 42-6105.01) for counties with 3 million or more persons, effective December 31, 2025, if approved by voters, with a 20-year term and revenue distribution of 37.4% for freeways, 22.2% for major arterials and regional programs, and 40.4% for public transportation.

• Requires counties with 3 million or more persons to hold a countywide election between 4 years before and 2 years before an existing transportation excise tax expires to authorize continuation of the tax.

• Modifies the regional planning agency's transportation policy committee to include two additional members representing unincorporated areas, starting fiscal year 2024-2025, appointed by the president of the senate and speaker of the house.

• Creates a new budget process (section 28-6352) requiring the regional planning agency to ensure estimated project costs do not exceed available revenues and limiting annual transfers between transportation mode classifications to 2.5% without undergoing a major investment change process.

• Establishes a regional public transportation authority in counties with 3 million or more persons beginning January 1, 2026, and requires $90 million in commercial motor vehicle parking funding by December 31, 2050.
