Amends Arizona Revised Statutes Section 13-201 to modify the minimum requirements for criminal liability to include both a voluntary act or omission of a legal duty AND that the act or omission is morally wrongful based on the facts and circumstances.

Makes determination of what is "morally wrongful" a question of fact for the jury to decide in all cases.

Creates an exception for abortion offenses, which are explicitly excluded from the morality requirement and shall be "broadly construed."

Includes a non-severability clause stating that if any portion of the morality requirement (paragraph 2) is found unenforceable, the entirety of paragraph 2 becomes void.
