Requires the Department of Administration to develop a transparent school financial transparency portal displaying school-level data for charter schools, individual schools, and school districts.

Portal must include detailed revenues by weighted student count, federal/state/local allocations, teacher salaries and benefits, classroom supplies, student support expenditures, and capital project funding.

Adds new reporting requirements for full-time equivalent positions by type, average salary and salary ranges by position type, general ledger entries, and adopted/revised budgets with unit codes.

Enables comparison of funding information between schools within the same school district or charter school and other transparency metrics for revenues, expenditures, student demographics, and academic achievement.

Requires the Department of Administration to contract with a third-party vendor that has at least five years of incorporation and experience with K-12 education finance platforms, cloud-hosted software, and uniform system of financial records integration.
