Requires school districts and charter schools to notify parents within 60 days when a school receives a D or F grade, using a standardized failing school notification form and school choice notification letter developed by the Department of Education.

Establishes the Arizona School Choice Program within the Department of Education to develop public awareness campaigns, informational pamphlets, and an annually updated handbook describing all school choice options available to students in kindergarten through grade 12.

Requires the Arizona School Choice Program to operate a centralized hotline with multiple communication methods and evening availability to answer questions about school choice options, with translation services available.

Extends the notification timeline from 30 days to 60 days for school districts and charter schools to provide notice of D or F grades to parents and residents in school attendance areas.

Directs the Department of Transportation to electronically deliver school choice informational pamphlets to all new motor vehicle registrants and notify existing registrants by December 1, 2024 about available school choice options.
