Establishes a fire incident management fund administered by the state treasurer, funded through legislative appropriations.

Fund monies shall be used to deploy a secure, statewide incident management platform for fire and law enforcement agencies based on Federal Emergency Management Agency standards.

Platform must provide incident command and management capabilities including defined chain of command, common terminology, first responder safety, resource efficiency, and resource tracking and status updates.

Platform must enable secure messaging, file sharing, collaborative mapping, floor plans, mass casualty incident coordination, telemetry-based firefighter safety monitoring, offline functionality, and smartphone-based notification and accountability apps.

Appropriates $12,200,000 from the state general fund for fiscal year 2023-2024 to the fire incident management fund, with exemption from lapsing appropriations requirements.
