Amends Arizona Revised Statutes Section 45-557 regarding groundwater transportation to initial active management areas.

Changes terminology from "per cent" to "percent" in subsections describing capacity and delivery requirements for cities, towns, and private water companies with central Arizona project water delivery subcontracts.

Requires entities with central Arizona project water delivery subcontracts to demonstrate 95 percent physical capacity and accept/exchange at least 80 percent of available water before using transported groundwater.

Maintains existing exceptions for groundwater withdrawn from the Big Chino sub-basin of the Verde River groundwater basin and groundwater transported pursuant to specific statutory provisions.
