HB 2542 Summary

• Establishes the Cosmetology Licensure Interstate Compact, allowing cosmetologists with a multistate license issued by their home state to practice in any other member state that has adopted the compact.

• Creates a Cosmetology Licensure Compact Commission composed of delegates from member states to administer the compact, adopt rules, maintain a data system for tracking licenses and disciplinary actions, and oversee compliance.

• Requires member states to license and regulate cosmetology, conduct background checks, require competency exams and training, investigate complaints, and share adverse action information through a centralized data system.

• Allows active duty military personnel and their spouses to maintain a multistate license in their home state while on assignment, and permits licensees to hold only one multistate license at a time in one home state.

• Takes effect when at least seven states enact substantially similar legislation and becomes effective in Arizona on June 30, 2024.
