Amends section 13-3114 of Arizona Revised Statutes to include firearms that are "modified" in addition to those manufactured in Arizona as exempt from federal regulation if they remain within state borders.

Removes the October 1, 2010 effective date, making the exemption apply immediately upon enactment.

Requires firearms sold in Arizona under this section to be stamped with either "made in Arizona" or "Modified in Arizona" on a central metallic part such as the receiver or frame.

Adds a new definition of "Modified" as a modification made to a firearm, firearm accessory, or ammunition by a qualified gunsmith.

Maintains existing exemptions that prevent application to large-bore firearms, non-portable firearms, explosive ammunition, and multi-projectile firearms.
