AZ HB2547

Amends Arizona Revised Statutes section 9-462.01 to require municipalities to consider individual property rights and personal liberties before adopting zoning ordinances in accordance with Arizona Constitution Article II, sections 1 and 2.

Requires municipalities to prepare a housing impact statement before adopting any zoning ordinance or zoning ordinance text amendment of general applicability that includes a general estimate of the probable impact on average housing construction costs.

Housing impact statements must describe data or reference materials supporting the proposed zoning ordinance and identify any less costly or less restrictive alternative methods of achieving the ordinance's purpose.

Preserves existing provisions allowing municipalities to regulate land use, establish zoning districts, impose conditional uses, and adopt overlay zoning districts consistent with general plans.

Bill became effective April 18, 2023, upon approval by the Governor.
