Declares that the candidate receiving the highest number of legal votes shall be elected in all Arizona elections.

Prohibits Arizona and its political subdivisions from using voting methods that allow voters to select, rank, designate, or indicate approval of more candidates than are eligible to be elected for any office.

Prohibits voting methods involving elimination of candidates through multiple rounds of tabulation or transfer/redistribution of votes between candidates.

Prohibits voting methods that require ranking every candidate for an office as a condition for a vote being counted in the final tally.
