Amends Section 3-1009, Arizona Revised Statutes, regarding the Arizona Exposition and State Fair Board's power to secure bonds.

Changes language from "no fee shall be charged" to "a fee may not be charged" for exhibits of agricultural, dairy, horticultural, culinary, apiary and handwork products during the state fair, unless the items are for sale.

Clarifies that bonds may be secured by a first, exclusive and closed lien on income and revenues from fees, rentals and other charges, with reference to "paragraph 1 of this section" instead of "the preceding paragraph."

Modifies covenant language from "so long as" to "as long as" regarding the State Fair Board's obligation to prescribe and revise service charges, fees and rentals to maintain self-supporting operations and sufficient revenues.
