Prohibits standardized tests adopted pursuant to section 15-741 from being required as a condition of high school graduation in Arizona.

School district governing boards and charter school governing bodies are explicitly forbidden from adopting graduation requirements that mandate passing standardized tests.

Maintains existing civics test requirement based on the U.S. citizenship and immigration services naturalization test, which remains a separate graduation requirement unaffected by this prohibition.

Requires school districts and charter schools to report aggregate data on civics test performance by grade level to the department of education for public availability on school report cards.
