Appropriates $7,500,000 from the state general fund annually for fiscal years 2023-2024, 2024-2025, and 2025-2026 to the Arizona health care cost containment system administration for on-call obstetrics and gynecological services.

Funds distributed to qualifying community health centers and rural hospitals (up to $2,500,000 per year each) to cover unreimbursed costs of maintaining on-call obstetrics and gynecological services in low-volume delivery areas and rural communities with populations under 350,000.

Recipient facilities must submit annual reports documenting the use of funds, including the number of deliveries and emergency procedures provided by on-call health care providers.

Requires the Arizona health care cost containment system administration to convene stakeholders to develop recommendations for maintaining obstetrics and gynecological services in low-volume, high-risk, and rural communities.

Appropriation is exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
