Allows hospitals and health professionals working in hospitals located more than 50 miles from a 24-hour pharmacy to dispense a 12-hour supply of schedule II opioids when discharging patients with acute illness or injury after regular pharmacy hours.

Defines "health professional" for this purpose as any person licensed as a podiatrist, osteopathic physician, nurse practitioner, physician, or physician assistant who holds a valid DEA registration number.

Adds exceptions to unprofessional conduct provisions for podiatrists, physicians, osteopathic physicians, nurse practitioners, and physician assistants allowing them to dispense schedule II opioids under the new hospital discharge provision in section 32-3248.03.

Removes blanket prohibitions on dispensing schedule II opioids for these health professionals and replaces them with narrower restrictions that preserve the new hospital dispensing exception.
