Extends the deadline for collecting $32,000 in implementation fees for ovarian cancer awareness special plates from December 31, 2022 to December 31, 2024.

Maintains the $25 fee structure for ovarian cancer awareness special plates, with $8 designated as an administration fee deposited to the state highway fund and $17 as an annual donation to the ovarian cancer awareness special plate fund.

Requires the first $32,000 collected in the special plate fund to reimburse the person who paid the initial implementation fee, with up to 10 percent of remaining annual deposits used for fund administration.

Directs the department to allocate remaining monies from the fund to a qualified 501(c)(3) national women's health organization focused on ovarian cancer prevention, research, education, and survivor support.

Applies retroactively to December 30, 2022.
