Allows counties with populations under 250,000 (based on 2020 census) to use any source of county revenue to meet fiscal obligations during fiscal year 2023-2024, including funds from countywide special taxing jurisdictions where the board of supervisors serves as the board of directors.

Caps the amount of misallocated revenue at $1,250,000 per county for purposes other than those designated by the original revenue source.

Requires all eligible counties to report to the director of the joint legislative budget committee by October 1, 2023 if they used revenue sources for purposes other than originally intended, including the specific source and amount of revenues used.
