HB 2582 Summary

• Creates three new reporting requirements for the Arizona Department of Transportation: annual reports on motor vehicle division wait times and vehicle registration renewal turnaround times (due July 31), authorized third-party electronic service partner fee retention spending (due February 1), and department's share of fees retained by such partners with project lists (due August 1).

• Prohibits counties and incorporated cities and towns from spending highway user revenue fund monies on enforcement of traffic laws, administration of traffic safety programs, or projects that reduce the capacity for motor vehicle travel.

• Modifies section 28-6538 to specify that no highway fund monies allocated to the state highway fund may be spent on projects that reduce the capacity for motor vehicle travel.

• Requires counties receiving motor vehicle fuel and use fuel tax monies to publish annual financial reports showing budgeted and actual expenditures by December 31.
