Withholds $10,000,000 in state shared revenues from any city that reduced or terminated water service to customers outside its service area on or after January 1, 2023, if the city previously provided such service before January 1, 2023.

Redirects withheld revenues to the Department of Emergency and Military Affairs for construction, installation, and maintenance of a water tank with at least 50,000-gallon capacity in the Rio Verde foothills area.

Requires the Department of Emergency and Military Affairs to maintain the water tank, keep it filled for residential use and fire protection, until a permanent water provider establishes service in the area.

Revenue withholding occurs in fiscal year 2023-2024 from sources specified in Arizona Revised Statutes sections 42-5029 and 43-206.

Declares the act an emergency measure effective immediately upon enactment.
