Amends section 9-626 of Arizona Revised Statutes regarding convention center development and performance measurement requirements.

Adds new paragraph 5 to subsection D, exempting eligible cities from withholding of distributions during any year in which the governor declares a state of war emergency or public health emergency.

Requires the auditor general to assume the eligible city met minimum required attendance and that incremental state revenues equaled distributions for the emergency declaration year and the following year when conducting subsequent analyses.

Applies retroactively to December 31, 2019, affecting existing convention center development projects and their fiscal impact analysis requirements.
